A Senior Air Quality Specialist at FROSKR has strong knowledge of provincial and federal regulations and enjoys problem-solving and working within a multi-stakeholder environment. You will assist in securing, leading, and executing projects including baseline studies, environmental and social impact assessment, permitting and approval applications, undertaking of air quality monitoring and reporting with FROSKR’s partners in the mining, heavy manufacturing, petroleum, municipal and energy sectors. Your Role as a Senior Air Quality Specialist:
  • Lead and execute environmental activities associated with both pre- and post- award phases of a variety of environmental projects. This includes the development, negotiation, and management of environmental scopes of work and fee agreements with contractors, subconsultants and project management.
  • Support baseline environmental studies, environmental assessments, environmental management strategies, and plans including research, report writing, field work, and stakeholder and regulatory consultation.
  • Work on multiple projects to support execution of scope, budget, and schedule to meet client’s expectations and ensure quality standards on project deliverables.
  • Direct and manage the entire environmental scope for a project, providing guidance to teammates, enforcing company and project policies, and acting as the primary environment liaison.
  • Test and measure air quality, and investigate dust, odour, etc.
  • Prepare air quality monitoring reports, and Emission Summary and Dispersion Modeling (ESDM) reports.
  • Review permit applications for regulatory compliance.
  • Review inspection reports and documentation and recommends appropriate enforcement and actions.
  • Inspect, evaluate, and document emission sources to determine compliance with air pollution control laws and regulations.
  • Conduct air quality field tests and air quality impact analysis.
  • Prepare air-emission inventories and organize and interpret data from monitoring sites.
  • Support engagement activities with Indigenous groups, communities, and stakeholders as part of the project design and permitting process.
  • Preparation of technical and plain language summaries including regulatory reports, and preparing, coordinating and/or reviewing municipal, provincial, and federal environmental applications and environmental assessments.
  • Foster and maintain long-term client relationships and participate in business development activities as required as a technical expert for your division.
  • Maintain a safe operating environment.
What You Bring to the Team:
  • Minimum 10 years of relevant experience in an environmental consultancy role.
  • A Bachelor’s Degree or advanced degree in chemical, civil, or environmental engineering.
  • Demonstrated success in business development.
  • Proven ability to successfully manage large, multi-discipline projects, contract negotiations, fee estimating, change management.
  • Strong project management skills (e.g., development of work plans, budgets, schedules, and project controls) in a client-facing role.
  • Experience in the determination of existing ambient air quality and exceedances in ambient air quality criteria prescribed by municipal, provincial and/or national.
  • Experience in Air Quality Sensitive Receptor identification, assessment of impacts, and the identification of mitigation measures.
  • Solid understanding of federal, Ontario and municipal laws and regulations as they pertain to Air Quality.
  • Advanced knowledge and experience with air modeling software (including AERMOD, CALPUFF, ASHRAE, etc.).
  • Licensed professional engineer or registered professional.
  • Skilled in researching, analyzing, technical writing, communicating complex information and developing appropriate conclusions and action plans.
  • Excellent communication skills and experience engaging with regulatory agencies, stakeholders, and Indigenous Communities.
  • Valid driver’s licence with access to a personal vehicle.
  • Willingness to travel to various locations including industrial sites.
  • Interested in a supportive, engaging culture.
  • Flexibility and ability to work from home in a virtual environment.
